Bill serves as the Innovation and Analytics Manager for the City of Boulder. He is responsible for leading and managing the implementation of the citywide innovation strategy, including projects in process improvement, open data, analytics, operational metrics, disruptive technologies, training, and culture change, in partnership with the city’s community stakeholders.
A Rhode Island native, he arrived in Colorado by way of Washington, DC, where he spent nearly ten years
consulting federal government agencies involved in anything from cross-departmental IT services to combating human trafficking on strategic planning, program management, organizational change, data analytics, and communications and stakeholder engagement. He has a Master of Public Policy degree and Bachelor of Arts degree in Political Science from the George Washington University.
