As a national expert in city building, transportation, and land-use, Kathleen’s career combines 25 years of experience in a variety of sectors. Her focus has been bridging the gap between the public and private spheres with a passionate drive to achieve outstanding results in very challenging and undefined situations with minimal resources. She is currently the Manager of Innovation and Performance Excellence with the City of Littleton and works with the executive staff, elected officials, and other stakeholders to set and implement the strategic direction of the City. Kathleen was recognized as the City of Littleton Leader of the Year in 2019.
Ms. Osher’s career has included leading nonprofit, private sector, and public efforts in Washington, DC, Frankfurt Germany, Kansas City, Kansas, and the Denver Metro Region. Kathleen spent 12.5 years as the Executive Director of Transit Alliance and created the nationally unique and renowned Citizens' Academy (now a project of DRCOG).
In 2016, Kathleen was recognized with the DRCOG Distinguished Service Award for her extensive knowledge and passion for advancing transit, active transportation and more mobility choices in the Denver region. She has been a mentor for Elevate Denver and continues to seek out all opportunities to support our next generation of leaders. Kathleen holds degrees in Political Science and German from McDaniel College in Maryland.
