Frank has been the Deputy Director of Utilities at Columbia Water for the City of Columbia, SC since March of 2019. As Deputy Director, Frank assists with the planning and direction of the administration of public utilities for the City of Columbia, S.C. (approximately 145,000 customer accounts, service area including approximately 375,000 residents in the Midlands of S.C.) in the areas of drinking water and wastewater compliance, and utility management to include meter reading services.
Frank is also involved with various related professional, administrative and supervisory work within Columbia Water and plans, organizes and implements programs within major organizational policies, reporting program progress to executive-level administration through reports and conferences. Prior to working at Columbia, Frank was the Manager of Water Services at the City of Athens, Alabama and has been in the water industry for over 35 years.
