Hillary Orr is the Deputy Director for Transportation for the City of Alexandria.
Hillary oversees the Traffic Engineering, Transportation Planning and Mobility Services divisions which includes transportation technology, multimodal short and long range planning, regional coordination, Vision Zero, and parking and curbside management. Her branch is responsible for numerous capital projects: street, trail and transit projects. This includes a $140 million bus rapid transit corridor in the West End and implementing a $43 million Smart Mobility program to better manage traffic on the City’s streets.
Hillary joined the City in 2013 as the City’s first Complete Streets Coordinator and in 2015 took on the role as the Special Assistant to the City Manager. She came back to the Department of Transportation and Environmental Services as the Deputy Director in 2017. She has spent her career striving to enhance multimodal transportation networks to create safe, healthy and vibrant communities. She has significant experience in transportation planning, street design, and the retrofitting of existing intersections and corridors to improve safety and access for all roadway users. Prior to working in Alexandria, she was a Senior Program Manager for the New York City Department of Transportation where she managed the development, design and implementation of roadway safety projects. She holds a B.A. in Political Science from Wake Forest University and has a Master’s of Public Administration from the Maxwell School at Syracuse University. She is currently a member of the Leadership ICMA class of 2019.
