Carol Boland Whattam is the Program Manager of Microgrids and Green Building for the City of San José. Since November 2022, Carol leads development of decarbonized backup power at 200+ critical facilities and oversees citywide utility and solar portfolios for the 10th largest city in the United States. A dynamic, self-motivated manager with a passion for the environment, she entered the sustainability field in 2019 to lead greenhouse gas reduction and electrification initiatives for San José Climate Smart, including managing the Energy & Water Building Performance Ordinance. By request, Carol advised other municipalities throughout the US and presented for the EPA, CEC, and Mexico City on developing utility benchmarking programs and building performance standards. Prior to entering sustainability, Carol spent over ten years progressing from biologist to supervisory roles in water quality science and stormwater management. Born and raised in California and educated at Cal Poly San Luis Obispo, Carol holds a Bachelor of Science in Ecology & Systematic Biology and a Master of Science in Biology.
