Carla De La Chapa is the Chief Sustainability Officer for the City of Phoenix, bringing over two decades of expertise in energy policy, climate action, and municipal operations to one of the nation’s fastest-growing desert cities. Since stepping into the role in April 2025, she has spearheaded major milestones, including the approval of Phoenix’s first Energy Access Plan, expanding equitable access to clean, affordable energy. Prior to Phoenix, Carla spent 19 years at CPS Energy, the nation’s largest municipally owned gas and electric utility, known for her collaborative, mission-driven approach and her ability to integrate sustainability across complex municipal operations for regional resilience. She holds a Master of Science in Environmental Science from the University of Texas at San Antonio and a Bachelor of Arts in Sociology from Our Lady of the Lake University.
