Sheryl Dove is an accomplished engineer and visionary leader with over 25 years of experience in operations, business process management, strategic program development, and the integration of emerging technologies—including Smart Cities, Artificial Intelligence (AI), and the Internet of Things (IoT). She currently serves as the Associate Vice President of Information Technology at Bowie State University, where she has led numerous transformative initiatives to modernize infrastructure, streamline institutional processes, and improve digital agility. During the COVID-19 pandemic, she also served as the university’s Director of COVID Response, overseeing campus-wide efforts to maintain health, safety, and operational continuity during a time of unprecedented disruption.
Sheryl’s expertise in Smart City technologies and infrastructure development extends beyond urban centers. As smart cities become increasingly connected, she champions the expansion of these advancements to rural communities—where the benefits of innovation are just as critical. While AI and IoT are revolutionizing urban applications like autonomous vehicles and traffic optimization, Sheryl understands that rural use cases are different. Her vision includes deploying precision agriculture technologies, AI-driven diagnostic tools for telehealth, and private 5G networks embedded within the natural and built environment to bring connectivity and services to underserved regions. She believes that thoughtful infrastructure expansion, tailored to community needs, is essential for equitable tech advancement.
Her earlier work includes serving as Strategy Director at the District of Columbia Sustainable Energy Utility (DCSEU) from 2013 to 2019, where she oversaw fiscal management, strategic planning, and the implementation of smart energy solutions. Under her leadership, DCSEU installed 169 solar systems for low-income households, and she developed a high-impact externship program with an 85% placement rate—preparing a diverse workforce for tech-driven careers.
With a foundation in SCADA and power systems design for the U.S. Army Corps of Engineers and the Upper Occoquan Service Authority, Sheryl has long been a leader in integrating
automation and intelligent systems into infrastructure. She has also played key roles in ISO 9001 certification efforts—most notably at the Detroit Water and Sewerage Department—and has led major IT and change management initiatives across sectors while at Accenture, including for the FAA and Verizon.
Sheryl has also taught at the University of Maryland, developing curriculum in energy efficiency, smart systems, and sustainability. Passionate about both innovation and community impact, she is currently launching her own company focused on executive coaching, workforce development, youth engagement, and a health-conscious beverage line.
She holds a Bachelor of Science in Electrical Engineering from Howard University and remains deeply committed to ensuring that technology—especially AI, IoT, and 5G—is implemented in ways that are inclusive, equitable, and community-centered.
