David Graham

David Graham is a veteran local government leader having worked for the County of San Diego and City of San Diego as well as a stint in private sector public affairs. He is the Chief Innovation Officer for the City of Carlsbad the first position of its kind in the San Diego region. His work includes creating the first all-electric car-share fleet in North America, Carlsabad’s Strategic Digital Transformation Investment Plan,  David is a Boardmember of Cleantech San Diego, Boardmember of SCALE, and a founding member of the MetroLab Network.

David is a global civic innovation thought leader who inspires curiosity and collaboration in the public, private and academic sectors. He co-chairs the Civic Innovation Executive Certificate program at the Technology and Entrepreneurship Center at Harvard University. As the co-chair of the UC San Diego Global Policy and Strategy School Civic Leadership Council David is instrumental in bringing public sector insights to the academic programs equipping the leaders of the future.    

His passion for land use, civic innovation and intelligent infrastructure has led him to be a recognized leader and regular speaker nationally and internationally.
