
Captain Thomas Lazzaro is an 18-year veteran of the Norwich, CT Police Department. He studied Psychology and Sociology at Rhode Island College and later completed the Harvard Key Executive Course and the FBI National Academy (2023).
Captain Lazzaro has earned the Medal for Exceptional Service and the Lifesaving Award and is an instructor in firearms, tactical response, patrol boat operations, active threat response, hate and bias, and other police training areas. He also teaches regularly at the Police Academy, the Law Enforcement Council, and regional agencies.
His career includes service as Patrolman, Marine/Harbor Patrol Captain, Field Training Officer, Crisis Negotiator, Fatal Accident Reconstructionist, and Community Policing Officer. He has held leadership roles as Sergeant in Patrol, Community Policing, and Training and Selections, and as Lieutenant in both Patrol and Administrative/Accreditation divisions.
