Prior to joining the City of Baltimore in 2009, Bolu gained extensive experience in both construction industry and consulting firms, where he honed his expertise in contracting, project management, and consulting engineering practice within the private sector. Over the past decade, he has established a distinguished record of leadership in public procurement, demonstrating a deep commitment to operational excellence and innovation. His exemplary contributions to the Bureau of Procurement have been recognized through multiple Mayoral awards for outstanding service.

Bolu holds a Bachelor of Engineering and a Master of Engineering from Morgan State University. He is a Certified Public Procurement Officer (CPPO), Project Management Professional (PMP), and Maryland Certified Public Manager (CPM), among other professional credentials.

In his current role as Deputy Chief Procurement Officer for the City of Baltimore, Bolu leads and advances the City’s ongoing procurement transformation, driving efficiency, transparency, and equitable access across all procurement operations.
